I spent a small fortune buying ornamental Alliums without success (apparently winters not cold enough) so last Autumm I planted Elephant Garlic (as perennial as a cheap substitute. It willl be interesting to see they perform.
Good luck, did you consider pre-treating them by chilling the bulbs, commercial growers sometimes do this to trick them, only works for 1 season though.

I know this is certainly a dumb question but if a flower grows from a bulb, what good is a seed?
the seed grow into bulblets and after 5 years a flowering size bulb, so its a slow but reliable way to increase the stock.
