100% safe, but keep an eye on weather. If it’s in a snowstorm, maybe not safe. You would need 4WD maybe, snow tires, and even potentially chains. But typically after a snowstorm in Colorado there’s blue bird sunny days so the roads clear pretty quick
If you can obtain a winter camping license, all they want to know is where to find your body. I am not being sarcastic. That's what the rangers want to know. They don't want to have to launch a helicopter rescue team just to locate your bear eaten body.
