I'm expecting to see Queen Athalia on this list.
I think out of those 3 women, Athalia was the worst, because like it or not Jezebel and Herodias felt if not love a sense of loyalty to the people who could be considered their family. Jezebel wanted Ahab to be happy and get everything he wanted, albeit achieving so in a cruel and wicked way. And we could say that Herodias had risked death by the law by fleeing her first husband to live with Antipas. But what Athalia did, murder all of her descendants at the first chance (and here I'm guessing she'd already been calculating this for a long time before her son died due to the speed with which it'd been carried out), basically erasing the name of her son from the earth and usurping power for herself. Arguably Jezabel could've acted the same way after Ahab's death but didn't, she let 2 of her sons reign, one after the other.
Jezebels spirit resides beyond this story, she is wicked and evil, and knows how to put on a good show
