The government CFOs are hesitant to designate themselves as a "Company," and even to add personal ID info, because they're not beneficial owners. Getting answers about this dilemma through Stripe's customer service channels has been impossible. Please help!

If I’ve setup my express account through a third party app that takes 5% transaction, can I still add a standard and attach it to e-commerce platform that has relevant offers that don’t require the apps service to deliver?
What if we want to take responsibility for handling fraud and disputes using evidence from our system, but don't want the financial responsibility of the money coming out of our accounts if for example it was deemed the users chargeback is valid and the seller maybe wasn't clear about something?
Does Stripe require sellers on our marketplace to create an account on Stripe? We are looking for a solution that does not require creating any accounts other than the marketplace manager's.
