In the first phase, you don't actually want to maximize the score from each irrigator as you place it. Instead you should try to use the fewest irrigators to cover the most area. A lot of the "best" placements you took were actually bad because they left little slivers of soil scattered around. In other words, you don't want to place right in the middle of the area because you'll have to use several more to cover the sides, even though that's the single highest-score placement. You get more total coverage by placing two side-by-side.
