Look carefully at the last vehicle arriving in the video. Notice the military uniforms? Thats the Army EOD team arriving. The Police are there to clear people out and keep people out. I presume the Fire Brigade are there to help with access and to deal with the mess if the Bomb goes bang. The Ambulance is presumably there to deal with anyone who was stationed further out and got hurt by the bang - the EOD guys wouldn't need any assistance beyond a Body Bag or two. The minimum of people, Emergency Service included, will be within the blast radius. Ensuring that is a large part of the reason for so many Police at the incident. I also think you need to consider your attitudes carefully. There is an underlying assumption in your comment that military lives are more disposable than those of the Emergency Services. Soldiers are people to, with family, friends and lives to live. The best people to be close to the bomb are the people best able to deal with it and as few of them as possible. Every life is precious.

Rick Ansell he is right though. It is the job of the EOD team to get close to the bomb and make it safe, they are trained to do it.
