You can't stick your nose in where there's no room. You cannot deny the other driver his racing line. 13's front right contacted the other car's rear wheel. Had they been side by side, he would have been allowed to take the inside. He wasn't close. Even if the guy's got a blue flag, 13 has no right to take his racing line and wreck him from behind. Overtaking traffic always has that responsibility. I think he had a moment of indecision that cost them both. It happens. Racing is inherently unfair because of this sort of thing. 13 causes the crash, 13 gets the penalty, but how does the other guy get his position back? Or time spent in the pits making repairs? He doesn't. I think it's like traffic. It comes around and it goes around.

It would have been because a faster car was coming. It's more about safety than anything else.
Yes, as Kizmet said, a blue flag in most race series officially means faster car approaching not move over to let someone through/pass.
