In Melee, Zelda's down smash also comes out on frame 4 with her leg intangible the duration of the attack hitboxes. It's just no one uses Zelda so no one knows her down smash is frame 4 and her up smash is frame 5. Both got nerfed in speed in future games.
A really cool thing about this Falcon is that he's the closest archive we'll ever have of Smash 64 before it even was a crossover fighting game, back when the prototype was just a bunch of faceless humanoid guys called "Dragon King", his model and some of his moves look very similar to some of the ones seen in the screenshots of said prototype

I wanna add ganondorf to smash 64." by doing that, he began a domino effect that attracted a BUNCH of modders to keep adding and fixing things into 64, so much so that 64 is now the most customizable game in the series now. some time later, sakurai himself (the hack) posted a video about the 'dragon king' prototype, and gave JUST enough animations for the remix team to add dragon king in the final remix update. it turns out that dragon king is more similar to mario.
Yeah I miss his combo starter up Smash. Sakura definitely wanted Falcon to be a combo machine from his up smash, forward throw, up air and more. He was just cooking with Falcon in 64. One of my favorite versions of the character.
Early on in PM's development, I floated the idea of giving Falcon's N64 up smash to Ganon as well as changing Falcon's forward smash to his original N64 version. These ideas never made it past the cutting room floor, but many of my other ideas did.
Very recently, I tried out Smash64 at a big tournament, as someone who's played casual Smash ever since the first game came out, started getting on-and-off competitively with different games and mods ever since discovering Project M around the time of v2.5, and got a newfound appreciation for the original from playing a lot of Smash Remix. C. Falcon was the one I used in the round robin bracket along with Fox, I was definitely learning the absolutely brutal nature of the competitive game as I played and while I had some fun sets, my final placing was abysmal. After seeing what he was capable of with that move by players who actually knew what they were doing, I dubbed his Up Smash the "party starter" and was in shambles feeling like I played him all wrong. Forward throw and dair were the combo starters I tried abusing whillst unaware there was an equally good third option the whole time.
One reason why his up smash is so good is because of 64s hitstun allowing falcon to pretty much follow up with anything while later games have a lot less hitstun so it might have been possibly a good change otherwise it wouldn't be able to combo into anything and even get falcon punished
something that can be said about brawl falcon's usmash that gives it some niche is that he slides a lot when doing dash -> usmash. Can whiff punish to kill... sometimes.
Not only did he lost a fast Up Smash. Can you talk about Captain Falcon's Melee Raptor Boost which can avoid projectiles like Samus Fully Charge Shot but got nerf in other games. Justice for Captain Falcon!!!
If he had the upsmash in meleehe would've actually had a good out of shield game notice it hits behind him and if side b hit ledge and didn't put you in free fall after hit on opponent and up b killed. Falcon wouldve been top 3
There is only 1 smash attack in the the entirety of smash that’s faster than this and that’s meta knights down smash which is Frame 3 (atleast in ultimate don’t know if it’s the same in 4 and brawl)
Even tho I started off with Brawl -like everyone else,- I honestly never liked how they reworked Falcon for Melee after 64. Everything in 64 felt like it meshed perfectly with itself, and combos are super satisfying to pull off. But then they took all of that away, and yeah, his combo game is still there, but he's just....different.

Smash went from falcon's up smash pretty much being an up tilt in 64, to snake's up tilt pretty much being an up smash in brawl
