Indians are blessed with art of story telling. It starts from Ramayana, mahabharat. That is why we can protract our TV serials multiple years. It needs dedicated, creative writers. Writers becomes a career and are well paid. on the other pakistan makes TV series of just max 40 episodes like our Indian OTTs.

let's be real indian tv serials are shit specially the ekta kapoor formula. movies used to be very good but lately its the same masal in every bolly movie, I stopped watching bollywood since 2014 and I used to be a big fan before that.
Bruh pakistani aur indian same hi hai culturally idk what culture has to do with it. It's all how well a corporate rewards good advertising agencies. It's also about who the ad is catering to, india has a far larger middle class than pakistan ig, despite pakistan being more urban than india.
Only cultural aspect that can affect good writing is probably the miniscule amounts of freedom and creativity that paki writers are probably allowed. That affects the overall output.

Not everything is related to money. Writers in India are not very wealthy and there is a constant discussion about how the industry is not giving proper due to good writers. The problem is suppressing creativity is a cultural norm in Pakistan; that happens to most societies, which are one issue societies.Thats because creativity includes a certain amount of self criticism.Extreme control and violence prevents professions like writing from achieving their full potential. Add to it the absolute lack of tolerance for diversity, which is often the soul of Indian advertisements. Advertisements in India were always good, in fact, even better, when India was not doing so great economically. Never seen any Pakistani channel do any sort of deeper introspection about their own problems ever

In early 90's many American Ad agencies opened office in India. Our economy had just opened at that time. Mtv, hbo etc had jst started.
