Yes yes they are, after the belted plaid was outlawed in Scotland, a Victorian Scottish man by the name of Sir Scott (I think his name was) redesigned the kilt to spread Scottish national pride once again, then the Irish latched onto it and created there own version. In conclusion yes Kilts are just Scottish without tartan it isn't a kilt, the Irish kilt does not use tartan nor does any other variation so, the Scottish kilt is the only true kilt.
