The full non-rebreather has 2 valves, not one. Read your packaging. 1 valve is a partial rebreather.

Oxygen is a dry gas, therefore a humidifier should be used to avoid irritation.
Where can i get these Flow Meter, Vacuum Meter devices etc

If oxygen saturation is 60 how much oxygen should be given?
If the patient's saO2 is 60% that would be considered an emergency so you put them on non-rebreather which delivers 80-100%
