When the punishment for a crime is a fine the crime is only intended for the poor
And if you're rich enough even big crimes don't matter with the right lawyers. Heck when it comes to the crime is a fine many large businesses profit from the crime to the point the fine is less than the gain, at which point it's just the cost of doing business.

Running for office is an act of political speech protected by the First Amendment. If you meet the legal qualifications of the office for which you are running, and if you comply with the rules of the electoral process, you indeed have a right to run for office.
