For everyone that doesn't have the add keyframe button, press the stopwatch icon (directly to the left of "Opacity"). It will enable and turn blue, and the add keyframe option should appear.

I had this same issue, you have to enable the option to view the keyframes like this article describes: community.adobe.com/t5/premiere-pro/keyframe-option-missing-in-effects-control-panel/td-p/8797330

That’s exactly it. They’re the same, but this gives you more control

there is cross dissolve present already in premier

There 100% is. But this gives you more control. You can also convert your key frames to Ease In & Ease Out to control the look of the animation

Why is NOTHING in this software simple and intuitive?!?! It's almost as if they purposely design it to be complicated and difficult so that you can pay extra money to one of their certified gurus for lessons. All they had to do was put this in the video transition folder. What's the purpose of having the video transition folder if the main transition that everyone uses is not there. Stupid people make this product.
