A + B is ADD think of B as being + B giving you 'plus plus' = ADD
A - B is SUBTRACT think of B as being + B giving you 'minus plus' = SUBTRACT
A - (- B) is ADD you have 'minus minus' = ADD
A + (- B) is SUBTRACT you have 'plus minus' =SUBTRACT
If the signs are the same it's ADD if the signs are different it's SUBTRACT
