Idk if you’ll see this cause it’s 4yr old video but I tested my fan and the light comes on for both connections in the pigtail, should I just replace the fan?

No its not the fan if both low and hi are lighting.

Clockwise, unless its on the front of the condenser counter clockwise.

Can you just check continuity?

That battery should allow it to spin

The test light acts as a resistor and won't let enough current thru.
