Bhunivelze may have been seen as God, but in actuality he was no more powerful than a character like Zeus. Lightning in goddess form is indeed more powerful than SOLDIER 1st class Sephiroth. If I remember correctly, goddess Lightning required the souls of an entire planet to merge with her sword before she could deliver the killing blow to Bhuni. I wonder if that would be enough to kill Jenova/Sephiroth. Cloud and co were fighting Jenova/Sephiroth on two different fronts. Cloud and his party were fighting him physically in the Norther Crater. And Aerith was fighting his influence within the Lifestream itself. Would goddess Lightning be able to do something similar?

We were literally robbed of having any ff13 villian in dissidia. There's caius, there's 13-3 snow (do some mind shenanigans to put him on bad side), there's Noel (13-3 that thought he had to kill lightning)
"Toe to toe". Squall never went toe to toe with Sephiroth. They clashed swords a few time in a scene of a fighting game series and that was it. And as far as Lightning is concerned, she did become really powerful in her series. Dissidia still skips the opportunity to show Sephiroth with everything he could possibly do because swordsman skills are far from being the end of his arsenal.
The endless strife between light and darkness, this fight leads nowhere to much light and you become blind to much darkness and you can't see nothing at all, BALANCE sadly all these warriors possess strength only, they have 0 wisdom to be BALANCED.

A detail that disappointed me during this CGI clash is that most FF villains and especially mages,do not even have a visible weapon or shield to parry and put themselves on guard,especially Kuja,Kefka,Golbez despite his armor,Ultimecia and Cloud of Darkness

Seeing Noctis and Lightning fighting together makes me want to cry, any Final Fantasy fan should probably know that the two of them should be part of the same universe and maybe even meet and fight together at some point, but unfortunately the Fabula Nova Crystallis project didn't give much right
