I don't think that any of the governing bodies are going to reduce the number of games that a team is expected to play, what i believe will happen is they will put a limit on how many games a player can be selected and play (perhaps set it so a player is only allowed to play 40 games in a season)
They wont do that. Its up to the clubs to manage their players, they have the sports science knowledge to monitor their players and make sure they arent overloaded. The club can rotate players with other players from the squad if a player needs to rest. And Man City is the last club that should have a problem doing that

The ACL ligaments do suffer microtrauma injury that can be made worse by fatigue or a lack of time to heal properly.
