Yes, those who Flipped this house are Responsible, they did SUBSTANDARD WORK. NO PERMIITS. SO THAT right there is ILLEGAL. See WHAT HAPOENS WITH ABSENTEE OWNERS / CORPIRATES.

I never had any interest in buying houses from flippers in the past, always prefer to do my own work on homes.... but I will definitely now make sure that I never buy one form flippers!....wow just wow...
