Bro I got this on my second playthrough.
I was like "I bet I can sequence break the game by skipping the (chap 5 boss)", so I try to go to the Wasp kingdom, and then turns out the devs were one step ahead of me.

I should have excepted on my first playthrough they would block me from visiting Wasps without Maki.
