in 2003 i worked in a nursery that was located near the end of the Wilmington, NC ILM airport. Air Force One and it's counterparts would practice touch and go maneuvers there every once in a while. I swear those guys flew low enough over the nursery that you could almost count the rivets on the plane and talk about loud. After the first time, i started carrying ear plugs with me just in case they came back (which they did several times). Once they were escorted by fighters. It was like my own personal air show. lol

SAM stands for special air mission and that is the designation it is given when the President isn't flying on board. When the president is on board it's designation is then air force one.
SAM 45 is simply the official back up plane in case the primary aircraft has a mechanical problem that can’t be repaired prior to the scheduled flight time departure. The President can not be delayed indefinitely due to an aircraft issue, it ruins his entire schedule and for everyone who needs to see him at a certain time. Also yes, it can be utilized to carry more passengers traveling with the President’s entourage than the one plane can hold. That is a rarity though.
