I don't think low expectations are the problem in most of Asia though...
I love that his parents gave him his own cleaning equipments that are suitable for his size, it would make him more belong in the family coz he could share responsibilities with them. This is quite similar to montessori teaching

I hope the boy can stay like that till he's older. My younger brother started out as a hardworking child and was always willing to help. But as he grows up, he changed and became lazy. He often refuses to go to school and is extremely rude towards our parents. He constantly uses foul language and curses in front of our parents. Fyi, he's 11. Imagine an 11 old boy being so rude and foul mouth. I just hope he won't turn out like my younger brother. I noticed the kids at his school are foul mouth as well. Absolutely no respect towards the teachers. Perhaps the reason he changed was because of outside influences. My parents' negligence didn't help either. They forgive him simply because he's still "young". But young doesn't mean it's alright to disrespect and be rude to elders. I'm trying to become more strict lately since my parents are unwilling to do their part to discipline him. I constantly tell him to "watch his mouth" everytime he acts out in public or acts rude towards our parents. My parents think I'm being too harsh but I believe it's the right thing to do then letting him act even worse in the future

It is extremely likely that is caused from bad influence, if he doesn't learn he'll eventually learn but the longer he doesn't the worse it's gonna hit him.
Maybe your brother didn't get the praise or appreciation he wanted. And y'all just used him as a free labourer. On internet there's no one to verify it. So you can lie to your heart's content
As a Chinese, no matter how bad the influence is at school, I would never bring any of it home especially in front of my parents. 1 wrong sentence and I would be a grilled squid.
I don't know his version of the story but basedon your observation, I don't think he's gonna change anytime soon. By the time he hits 30, his wings will harden and ntg will help much at all. Your parents will always see him as a baby and will always forgive their children no matter what.
My advice is not to seek any validation from your old folks. With that in mind, your life mission is to just take care of yourself, your future, your health, your adult livelihood, just put yourself first.
Filial piety only comes secondary in this reality. Only when you are comfortable at later days, you could assist them for blood reasons.
He's a little cute man I see but also hard working. I hope that he also grows up to be a kind, diligent, responsible, hard working adult.

My son is 2 year's old, special needed children. Still he's so helpful, he always try to copy us. He can't do chores properly but still tries a lot. When he spills some food then he wipes them up instantly. He still drolls a lot, so whenever he kisses us instantly wipes out the face.

My grandson did the same thing , and throughly enjoyed helping out dad, until he was 4, than some people from x-wifes side of the family, convinced him that boys/men don't do housework. That woman never cleaned anything to help her husband maintain the household.
