Blupees don't exclusively appear on satori mountain. You can see one on way to the great fairy fountain near kakariko among other places.

The little blue creatures are called Blupees and you can shoot them for rupees. They appear all over Hyrule near forests and springs.

@Paskoo actually Partners in Time is not on the 3DS rather the DS. Superstar Saga got an hd port to the 3DS and same as Bowser’s Inside Story.
