No. DLC = Downloadable Content, from any source. There is such a thing as third-party DLC. Strictly speaking, it's not a mod, as it's not modifying an existing truck, it's adding new content, in a downloadable form. However, I do actually say twice in the video description that it's a mod. Also, I say 5 times in the video that it's a mod, and state that it's not on Steam and that you'll need to search Google for it. So, I thought I made it pretty clear to anybody who watched the video.
