Mexico wouldn't even be able to do what El Salvador was able to do because every facet of Mexico is corrupt. One of the benefits El Salvador had was that its military and police were largely not corrupt. To fix Mexico's issues you would need to clean up the military and police or bring outside military/police help.
Instead of investigating after the fact, a better leadership & management style is to put in place a system of transparency, checks & accountability to prevent corruption instead of giving them a free hand & then investigate after allegations
