Hand Dog's hand issues are much more adaptable in letting it do normal dog behavior like running than Face Cat being unable to groom or use whiskers for proprioceptive input. Like, you'll have to be careful with Hand Dog's hands, sure, but you will have to treat Face Cat like a cat with no whiskers who can't groom itself, which seems way harder and way more likely to end in neglect and suffering for Face Cat.
