I think you forget the point of Vic. I mean, I think most of us kinda knew there wasn't much genuine decency behind his facade. And yet, moment my moment, his sparing Vic, taking him under his wing, defending him in the restaurant, teaching him to take up space in the world, empowering him to be a bigshot, all served to soften what would otherwise have been a completely repellent, unwatchable character. The whole show hinges on the question, "does Penguin actually care about Vic?" Whether we were aware of it or not, we could feel the story heading inevitably toward the answer to that question. Penguin would have to reveal whether or not he had a heart beneath all that ugliness. But until that final scene, the question remained unanswered. So we suspended our judgement.
