The reforms were proposed by World Bank in exchange of giving loan to India. He just enacted what the World Bank asked him to do.

90s India was tranquil. Money was tight, but life was worth living. As the fiat standard took over along with GDP-maximalism, entrepreneurs and wealthy have got a better deal compared to middle-class and the bottom half, identical to the drama staged elsewhere across developed nations. Prior to 90s, middle class living was enjoyable and feasible. Now, its over. Debt, mortgages, consumerism, mandatory stocks investments, anxiety, addiction, fragmentation of family and community -- all western perils are fully in action. Where is the time machine ?
From 12000BC to 1500AD most of the world population lived in an idealistic village setting, barring few nobles/kings indulging in luxury. Since then, Industrial Revolution and Scientific Revolution, we became overly focused on productivity, affluence, and GDP. If you notice closely, the leisure and tranquility of 90s in India don’t exist any more. All are now sprinting faster and faster, working longer hours in environments detached from nature and consuming more. And all this is based on a heavy dose of CREDIT/Debt. This duet of CREDIT-centric euro-capitalism and consumerism didn’t work for the West. The fiat standard (take a look at current fiat money standard which transpired to be a puppet at hand of governments ready to debase currency to pay back its debts: look at The Fed and central banks of all western nation)
Behind each shiny building or shiny thing lies CREDIT - a concept doesn’t exist in nature and is form of slavery devised by human. Benefiting few elites at the apex and enslaving majority of the west, target is now India. Our cultural values, spiritual beliefs, lifestyles, farming practices, permaculture- everything are at stake. Westerners have passed the flag of urbanisation to India, while reverting back to slower-lifestyles. There is a growing movement in the West about farm-living and self-sovereignty, a concept Gandhi has introduced 100years back. Unfortunately if we copy the affluence of west, we’ll not only cause irrevocable damage to the biosphere, we’ll also enslave our next generation.

90 was a time because of which many are still enjoying the fruit of liberalisation of indian economy people have earned a lot from and in that period. Many who think they are rich because of their work is actually because of that period of time they got to play otherwise they won't have anything till now

"..Kashmiri Pandits choose to desert the valley." NGC, they did not choose to desert, they were forced out of the land where their ancestors had lived and flourished for centuries - all because they were a Hindu minority in a state where the militant groups had no place for them. They had no option to leave unless they wanted to face persecution, rampant killing or rapes of their women. The tiny number that stayed back didn't survive to tell the tale of oppression.

Where can we find the 80s India episode?
Well, watching this and the previous episode “India in the 80’s” I agree with many here, that this is a politically funded stint by the Congress. National Geographic, please do not showcase just one side:
1. 1st of all, you did not show the communal riots in West Bengal- in 1980’s ( in the previous video) How were Naxalites born? Mrs. Gandhi barged into houses to kill the youth of Bengal! No city, no village was spared! Which is why the capital city of Kolkata doesn’t have aboriginal Bengali people- who actually fled to foreign countries for peace.
2. You did not show in details about the situation of Punjab! Why was militancy born in India? Again because of Mrs. Gandhi’s inadequacy, as a leader and the euphoria and arrogance that she had in her mind! This has been historically testified by her close ally Pranab Mukherjee! If you want more insight, read annual edition India Today 2011(December)
General Manekshaw’s : the chief of the Army staff (whose interview can be found in UA-cam) testified how impulsive she was to ask the army to barge into Bangladesh and rage a war to free Bangladesh! If he wouldn’t have been stubborn, another historical mass killing would have been recorded on her name.
3. You projected Rajiv Gandhi as the hero? Really, who will justify the killings in Sri Lanka and also in the southern states!
4. You’re projecting BJP as a villain, true Advani being an opportunist led to the entire Babri Maszid scenario! This led to mass killings as well, but who will talk about the BPO sector growth because of Mr. Bajpayee? Solar panels, fly overs, Bio gas plants, latest military equipments is what Mr. Bajpayee gave India.
5. Where’s the rise of Hyderabad and Bangalore in Technology- taking over the Silicon Valley in USA? Where’s the rise of Pharmaceutical industry - India being the third largest world power in the same?

Me being a 90s kid witnesses all this. Not to forget the development part became reality because of Secular thought prevailing in the Congress Regime. Now we are in 2021, BJP has absolutely taken a u turn on development front of the country. India going backwards. Mark my words.
I loved it but why is there no mention of Madhuri Dixit? We called her the Dhak Dhak girl not Ash or Sush, I don't mean to belittle their achievements here but Madhuri was a superstar. So were Rahul Dravid, Sourav Dada, Srk, Salman, Amir?
