it makes little to no sense to me. but if he truly does bully her every chance he gets because he has a crush on her, I guess he might be bullying her to drain her confidence with other boys at school or in general since he got worried about her when she gave him an unexpected response to his insults that left him as baffled as I usually am about a guy that's mean to a girl because he's in love with her. I suppose that men like that could be trying to distract themselves from the affection they feel towards the women they're into, but it's not the way to express emotion. I rejected all of my bullying guys in school. I switched schools in fifth grade and took any of the boys' right to treat me like an object of teasing with me. I prefer direct guys, who exude confidence in their affections for me.
