You can't get 14000 points in a month. You could get a month of gold for 6800/7000 (depending on Bing level) points and upgrade that to Game Pass. I think the upgrade is a dollar.

It only works on the Microsoft Edge browser now. They removed the rewards app and moved it to the gamepass tab.
