I have been traveling in Brazil for several months in the past year and a half. No, Brasileiras are not especially attracted to foreigners, especially the younger women. Yes, you read that right. Being a gringo has little currency here unless you have obvious wealth and they are out for your gold. Older women, who are divorced or widowed will be more receptive to a solvent and serious male. But, that is probably not what you are looking for. And no, Brasileiras are NOT promiscuous despite what you have been lead to believe. Don't expect to get lucky in one night, or even one month if you do start to date them (unless they are older, mature women who are more likely to be attracted to foreigner. Ordinary girls here may be friendlier than other women where you come from. But, that is part of the character. If a Brasileira is being friendly, it is not a sign of attraction, rather it is a gesture of polite behavior. Appearing polite is important here. Natrives routinely say things they don't mean because it is considered polite in their culture to say what people want to hear. If they say "Call me, we will go out", odds are they don't mean it. These are the most difficult women to understand, and I've probably visited 30+ countries at this point. That said, enjoy their company when and if you can. But, don't expect anything to come of it in the long run.

Speaking very much from experience, understanding and speaking Portuguese is a HUGE help in meeting Brazilian girls. This was a major motivator for me to learn the language at least to a conversational level. Also don't assume that they all want to move to the US or whatever home country you are from. Learning and understanding the "Brazilian Way", especially while in Rio - The "Carioca Way" is critical as well - learn to not take yourself to serious, be open, outgoing, friendly, fun, and playful....understand up front that Brazilians will usually not tell you that they have no intention to meet back up with you - so take the "lets meet tomorrow", etc with a grain of salt as it will most likely not happen. But if a girl likes you there will be very little doubt from the moment you meet. Also different economic and social dynamics are constantly at play. To meet an upper class educated girl from Ipanema or Leblon, for example, takes some work and luck to even be accepted into those circles. I lived in Brazil for 7 years and dated many wonderful ladies before finally marrying one that I have been with for 16 happy years. My time in Brazil unfortunately eventually came to an end and she reluctantly agreed to move back with me to the US.
Well, as someone from São Paulo, I can say it really depends the girl. Most people here don't speak English, and they don't want to live abroad. So I guess they would prefer dating Brazilian men, usually. Unless the foreigner knows how to speak Portuguese and wants to live in Brazil, that's a different scenario.
