Governor being the Deputy Civ Director (confirmed, listed as V. Mason, however DCD is presumably acting as Civ Director due to assumed vacancy) - Attorney General would be the Asst Civ Director (Complete Speculation, as the ACD position has been listed as Vacant for quite a while) - Other high up government positions (such as the DOL Secretary and Inspector General, two characters who have been seen in game.) being offered to civilian staff members (speculation). - With the apparent exception of some positions, such as the Mayor position Bailey holds, as she ran in and was voted for in an actual democratic election involving Civilians and SAFR (confirmed), and all three LEO departments (assumed). - Bailey mentioned in a video there have been talks of another election to get a Mayor of Los Santos, but nothing has come of it for the past few week
