I don't know if it's just the country I'm from, but most job advertisements I've come across do ask for a picture on resumes. And on languages, the level of proficiency might as well be important. Can you maybe make a similar video on motivational letters? I know they must be tailored for the job, so maybe just about general things.

It depends if you think it's relevant to the position. I can't give you exact definitive rules, but engineering roles require more writing on the "technical documentation" style of writing, not "content writing"

Process Engineer, I'm specifically working at a startup but it'll be somewhat similar to working at a plant
