Then the businesses, who made billions after being helped by the City, also kicked off a spiral of inequity that ultimately led to all the homelessness and crime to the point where the businesses said "Ew, it's not fun here anymore." And then they left.

Sf had doubled down on tech businesses and remote work has reduced that client base. Now it's time to provide incentives for smaller businesses outside of tech to assume commercial real estate. Though how will the municipal government incentive private commercial landlords to switch clientele?
Commercial areas are aimed at more solvent tech businesses, if you're not in tech it becomes difficult to enter those spaces. This has been the problem since the tech boom, if you're not leasing to anybody, because the client base is going elsewhere. With enough time a new client will fill the space, in the mean time the city suffers with economic downturn brought from the positive feedback loop. The city could intervene with tax incentives, vacancy penalties, or zoning to help commercial spaces reduce the areas to accommodate smaller businesses in larger commercial venues (promote commercial landlords to sublot venues)
