Figured this out. Plug the phone into the Mac. Put the phone in recovery mode. Then use the Mac to restore the phone. First stage will wipe the phone, the second stage will put software back on the phone and the 3rd stage will put the user data on the phone. You must disconnect the phone from the Mac after the second stage before it puts the user data back. The phone will finish recovery without the Mac and when the phone starts up it will still ask you for the Apple ID password but will give you the option to just use the phone passcode and will let you set up a new phone.
