How about... The 2014 delivery guy IS Pepper, but BEFORE the events of 1997's Lego Island, not after. That's why this minifig has braces on his teeth, which would be gone as Pepper grew up. That's why the bio of this 2014 minifig says: He's using a bike, but needs the use of a skateboard "sometimes". Over time, his skills on a skateboard have significantly increased, up to what we see in the video games. Aaaaand "Pepper & Roni's Pizza Stop" IS his father's, but BEFORE 1997's Lego Island. When his father eventually disappeared, Pepper's best turnaround was to work as a delivery guy for another pizzeria. That's how he ended up at Brickolini's. That would be an awesome story to tell!
Pepper should appear in Lego City Adventures witch Chase McCain, even as a cameo or as the "main" character of an episode, it would be lovely to see the good old lego fan favourites nowadays
did you know the pepper roni refrence in the Unity LEGO microgame, where you can make basic games by combining input (touch, variable, pickup, etc) and output (win, lose, shoot, move, etc) bricks. you can also build like actual lego, but it also lets you make basic platforming or puzzles as well!

I also don't think the Pizza Delivery Man is meant to be Pepper, it seems more like a nod towards the games more than anything. Like, if you work at the pizzeria, you gotta be able to skateboard and chase criminals. Notice how it says he uses his bike, which Pepper never does, and he has braces, which Pepper also doesn't. You could say this is a younger Pepper, but he was already a child in 1, a teen in 2 and an older teen in Stunts, but never had braces at any point.
There's also a reference minifigure in the 2019-2020 theme Hidden Side; in the set 70422 Shrimp Shack Attack, as well as 1 of the magazine gift promos, a sleeveless minifigure with a pizza shirt and red hair makes an appearance. His name: Ronny. Cheeky designers. Hard to say initially if Pepper took a jetski or train to visit Newbury, but the Hidden Side there also references lots of other original LEGO themes such as Rock Raiders, Blacktron, Bionicle and RES-Q, to name a few. Connecting those themes would possibly place Ronny in this timeline. Otherwise good job! I would argue that the holiday party was after LIXS because that is the exact appearance of Pepper in that game and the corresponding LEGO sets.

Pepper just going to live there for a while and changing his name is possible but feels like a stretch.

i disagree with pepper roni being the pizza delivery man. there's a certain level of dweebiness in the pdm that pepper roni simply doesn't possess. instead, i posit that the pdm is a successor of some sort to pepper roni, who has gone on to do greater things. perhaps he is now the chef at pepper & roni's, which may have been renamed when mama and papa brickolini passed the property down to him. there could be a lineage of pizza chef to delivery guys. or maybe pepper roni has transcended the simple forms of lego lands and islands; rising above in a rapidly-rebuilding helicoptor to become some sort of pizza-fuelled demigod of lego. or, saddeningly, in a world where the day is saved by ninjas and sun wukong and superheroes, maybe pepper roni was left behind. in this day and age, driving almost any vehicle and doing extreme stunts is a common skill amongst minifigures. maybe pepper roni moved from lego island to the big lego city, where he realised that, all along, he'd been a normal-sized fish in a small pond, and, now, he was a minnow amongst sharks. with age, his hair darkens, and, finding nothing else to do with his life, he works at a pizza place. i reiterate - he is not the best driver, pilot, skateboarder, or anything else; not here, not anymore. customers would be disappointed with how long he took to deliver pizzas to them in this fast-paced city, and, thus, he would be given a different job: dressing as a slice of pizza and handing out flyers. all the while, he still tries to maintain that crooked, carefree smile from his youth, but, beaten down by the world, it no longer reaches his eyes. thanks for reading my thesis on how pepper roni is now either ascended or lego minifigures series 19 pizza costume guy

I’d consider reading that fan fiction if it existed. Maybe Lego island would be Mother Base. Venom Snake would be the unity Lego game’s pepper lookalike. I guess Solidus would be that Lego coloring book skateboard kid who looks like pepper.
