Alibaba's online payment platform is basically an infrastructure at this moment. China has pretty much moved cashless thanks to Jack Ma and his company... But that also means pretty much all or at least most of transactions in China is handled by Jack Ma and his company... Which if he fails, he might brought his company, and the entire Chinese online payment system down with him, not to say his online payment system also handles loans and you can actually put money into as well.
To put it simple, Alibaba's platform becomes a vital part of China's financial infrastructure, for this reason, Jack Ma, and his companies is not allowed to fail. Which is I think is the reason Chinese government is taking action against Alibaba. Because the collapse of Alibaba probably will dealt catastrophic damage to Chinese economy.
