The best time to go for halibut is usually around a grunion run just because that's where they are going to be eating. it's not impossible to find them outside of these runs but it's just a little bit harder.
Hopefully, these tips are helpful, and if you're ever in the Southern California area be sure to check out an OC spearos meeting.

I love hunting Halibut, but in my experience as far as the daytime goes, I find the big ones from May to October in muddy clay-like sand at anywhere from 10 - 30 feet. There's a really particular type of sand that they seem to like. I've rarely ever found them in coarse sand. Fine sand, and having it within proximity of structure, the higher the likelihood they seem to be around.

Can’t stress enough what you were saying about measuring them. An 18 inch halibut as a newbie looked like a big fish to me. It’s important for new spearos to really properly gauge a minimum legal 22 inch halibut.

We get halibut all throughout the year. Doesn’t need to be during the grunion run
