Affordable housing crisis in Charlotte: How did we get here?

In 1991, Charlotte developers announced plans for Ballantyne. The approved rezoning noted the developer's intention to build housing for all income levels, but nothing was required. Now, Ballantyne is an affordable housing desert with zero subsidized housing developments.

To a certain extent it's almost pointless to build affordable housing in Charlotte. Even if you do build affordable housing, everything else like food and utilities is so expensive. I mean why not just build affordable housing outside the city in a cheaper area? I think that would be a better deal.
