The MiG-29 Fulcrum is a twin-engine jet fighter aircraft developed in the 1970s by the Mikoyan-Gurevich Design Bureau in the Soviet Union. It was designed to be a high-performance air superiority fighter and is capable of reaching speeds of up to 1,500 km/h (930 mph). What the heck Bulgarian with Polish Air Force? That's a bit unusual.
Some time ago due to political reasons Bulgaria gave its MIGs to Poland for repair. MIGs were supposed to be repaired by the Russian Federation but Bulgaria is in NATO. That is why you see Polish Air Force with the Bulgarian Air Force. Well it is questionable how well the polish repaired the planes, but since nobody wants those planes any more and NATO has a confrontation with Russia, Bulgaria has no other alternative. New planes cost huge amount of money, which Bulgaria does not have.

It's better than f16??
Of course MiG-29 is better than F16.
It has higher rate of climb, superior high altitude capabilities and it can take off from _anywhere_ , as long as there is no grass, bushes, stones, trees or buildings, which also means that an airforce of an enemy will find it hard to targed them on the ground, since the MiG's can be landed and kept anywhere, away from the known airfields which an enemy would consider to be tactical objectives. This also means that with the correct in frastructural support and maitenance organisation, the MiG's can not only land anywhere away from an airfield, but take off from any suitable spot as well. That makes things a little bit more unpredictable for a hostile airforce.
As far as combat capabilities go, at medium distance the F16 has slightly higher chance to hit it's target first, than the MiG vice versa. At close distance however, the MiG is by no doubt the better fighter. It has higher maneuverability, it's cannons are of a higher caliber (30mm, vs 20mm of an F16) and a round of a MiG-29 does more damage, and five rounds are enough to take down an F16.
The equipment, armament, objectives and tactics matter and the F16 is by no means a toy. Just the same pilot can have a little bit more if he sits in a MiG than in an F16.
