I just thought of a very cool theory
So a mix of the 'the evil krabs theory' and the 'skin theory'
The krabby patties missing ingredient contains a pinch of 'chum' which is 'fish carcass'(dead fish).
Since plankton has that part of the krabby patty formula and he's a scientist. What if he's the one who makes costumes for the citizens
He doesn't have customers so how is he able to run the chum bucket? Exactly through making costumes of other fish through chum/DNA. He gets paid for it.
It could also be that sandy is working with plankton.
"In perfect chemistry" it shows plankton and sandy are friends and they were able to change the form of SpongeBob through experiment tests
Maybe plankton got taught by sandy how to create different skins.
This collides with the Oldman Jenkins theory.
If Oldman Jenkins have 'multiple skins', and is working for 'plankton'. This might be a way plankton pays him to spy on the Krusty krab
Also plankton is the master of disguises
Like professor lankton from fear of a krabby patty
Or the Mr krabs robot from krab borg
And especially shellback sheninangs. He full on replicates Gary's shell but with horrible looking eyes. Maybe this is a way to show a clue that plankton might not want to modify himself too much but is capable of it.
It's also funny that a good chunk of the fish in bikini bottom don't really have a burden on him,
This could be due to him actually doing something which can help the citizens, even if he can be a nuisance.
Also. In who's in the kitchen with sandy, how does he know that she is able to take off her skin while showering.
Maybe plankton was the one who made the skin for her since in a previous episode 'survival of the idiots' SpongeBob and Patrick shaved off all her fur and somehow all of her fur is back to normal.
Also coincidence or not, the next time she appears is Squirrel jokes (4 episodes later)
SpongeBob makes a joke about a naked squirrel and sandy seems embarrassed. and her fur is all back, so maybe she manufactured a full on fur coat that perfectly matches her from plankton.

That was a short Theory
the reason the Flying Dutchman called SpongeBob's costume insulting is because is was wearing clogs which is a stereotypical pair of Dutch shoes. the Flying Dutchman is called a Dutchman because he was from The Netherlands where the people there called Dutch. he took offense at the clogs but his reaction was a bit out of proportion.
