The concept art at 6:59 include marisa and reimu, nitori, cirno, youmu and aya, however the text as far as i can translate (i might be wrong about this) says that "cirno, youmu and aya didn't make appearances in the main story" which implies that both three were likely got cut out from the OVA.
ZUN is so selfish. They had all the trouble to make the animations, music, those things takes countless hours of work. For in the end he keep his hipster mindset. Only fans can make touhou stuff and me. It's ufotable for fucks sake, he lost the chance of his life to get rivers of money by getting touhou even more popular than it already is. Come on dude, make a single exception. Just one.
I wouldn't doubt ufotable or ZUN still having the OVA. I believe ZUN's ruleset regarding content like this pretty much changed over the past decade or so iirc Still though, this short is a piece of Touhou history, it would be nice to have it back in public view
I'm pretty sure that ZUN is not the reason for this short film being unreleased, there is no reliable evidence of him forbidding the DVD releases or him having any negative or suspicious reaction to it. in fact he was mostly neutral towards it, and most reliable source confirming that he is the one that allows this film to be made and he consider it as a "secondary creation" via Japanese 2010 article and his 2010 tweets. BTW this is not the only "OVA" being unreleased, the Anime Tenchou movie were also unreleased to the public as well(but now it was on UA-cam).
