Because that's when the alarm inside his mind was initially triggered by his stare at the mirror, Silent at first. It gets louder and louder, until.... well.... we know.
The SH2 OST is already probably the greatest OST in video game history but Black Fairy in particular is really powerful and hits like nothing else. It's pure, raw darkness, hopelessness and despair. The fact that this game came out in 2001, long before the era of overtly serious cinematic video games is amazing. There is absolutely nothing else like SH2. It's truly a unique, powerful experience with no rivals (but many imitators).

It's not scary, necessarily, it's just...... sad, hopeless, and bleak. Sadness implies some sort of disappintment or unexpected revalation, but this music is meant to convey the realisation of something you should have known all along, but didn't want to confront.
