It could be the JBE. The relay for the low pressure pump is soldered to the JBE board. They’re notorious for going bad due to dry solder and u have to replace the whole board or try resoldering the JBE board
exact same problem with my mini,but i check the voltage for the rail pressure fuel pump is all good,i took out the relay but the relay voltage is good too so i’m thinking maybe the fuse panel

the actual pressure from low pressure pump should be at least 75 psi
