I have one more business requirement: Business may want to post journal line for few dimension say department-10 to see its financial Or any other reason because they do not want to depend on other department head to approve.
So can we post partially approved lines in the journal?

For that business need create journal based on dimension only. Unless the whole journal is approved, post option won't be enabled.
