    In this problem, we are asked to find the time it takes for a given detention basin to fill up via a sewer draining to it. No fancy equations required here - this is just a unit conversion problem.
    Step 1: Convert the volume of the detention basin from gallons to cubic feet.
    Step 2: Find the total time it takes for the basin to fill during the given storm. Note that the max flow value is not needed here, just the average flow rate/discharge during the specific storm called out.
    Step 3: Convert the answer from Step 2 from seconds to hours.
