Try downloading it on incognito mode or go on microsoft store to download it.

when i did AppData\Local>rmdir /s Roblox it says The process cannot access the file because it is being used by another process.
Close all applications and restart your pc and try the step again. That should hopefully solve the issue.
Ok so that worked. Than after when I tried to redownload Roblox it downloaded and then when I clicked join didn’t bring me to Roblox.

Click anywhere on the screen and the Microsoft store pop up will disappear and you can install it online.

I think roblox has finished installing. Try launching a game and if it doesn't work, Try clearing your browsing cache and reinstall roblox again.
