Eventually you'll max out your Zafar if you play constantly. Aside from him you can run Toma and Hardy on an arty build if you are completely free 2 play

If you still playing , Imeed some helps I stuck at 23 city hall , having trouble at population
What level are your other buildings? Population problem is easily solved if u bring other buildings to higher levels.
