If the spa return lines are closed but the suction lines aren't, the spa will drain. You want to set your valve so that water is flowing to and being pulled from the spa for circulation.
If the SPA drain line is in CLOSED position, (think of handle as a pointing finger and 180 degrees opposite should say closed in small embossed letters.) If this is so, and Check valve(s) are not working, they may be allowing water to drain to pool level from SPA when pump is off. There may be Check valves on one or both locations . . . to prevent backflow to heat pump, and or from Sand or other Filter line. *I am working on a simple, cost effective way to stop water draining from above ground SPA, as I too have experienced this. It will solve problem for a couple of $$ instead of buying new or repairing old Check valves. NOTE: There are ALSO 1 way check valves in Sand filters and Pool pumps too! Good luck, Alan.

It could be valve being in the wrong position or a bunch of other things. Have you done any troubleshooting to narrow down the possibilities?
