what an elementary question dude,,,, not only TGV but many HSRs across the world runs on normal ballast tracks. we are building ballast less tracks keeping in mind the wear and tear and maintenance factor for which ballast less tracks are good in the long run.

I think Vande bharat sleeper will not be a good idea because who in this time and age takes expensive sleeper trains. I will rather take an aircraft rather than a train for 1.5 days with near about the same price. It would much make sense if they are bullet trains. The only way sleeper trains would make sense if they can make it affordable.
