Hopefully it's like SAR school where stringent physical fitness requirements have to be met and proper TTPs demonstrated to pass the course resulting in a high attrition rate.
Are these guys already on the ships and are in charge with security on the vessels or are they called upon to different ships at a moments notice to protect or neutralize attackers and if so why is their a need for them if the SEAL's already exist?
Correct, ideally they already have the training and are ready to provide support for their ship when called upon, with a faster response time than a SEAL team.
I would think the need is for rapid response. If there is a ship already close to the pirates they can arrive faster than a seal team and leave the seal teams to perform more highly specialized missions raising the bar for both the SEAL and VBSS
